First line in your DOS 3.1 config.sys becomes something like this:

        SHELL=C:\COMMAND.COM /P C:\ /E:20
                                       ^^environment size in paragraphs

Note that if you move up to DOS 3.2, you specify environment size using
the same "/E:" switch, but the size is then in BYTES rather than paragraphs.
